I just upgraded to 7.4.36 x64 and only 1 of 8 tasks is getting CPU time: 13% CPU usage. There are 8 virtual cores and 8 tasks "running" although only 1 task has any progress increase. CPU usage allowed is 99%. I always had set to use 100% of available processors and it worked before. Tried changing 100% to 0% - same. Running Rosetta@home 3.54 tasks. Win7-64, I7-940. Memory use is at 4/6 GB but each Rosetta process task is only 10 MB. Both service install (default) and not service install do the same thing. Presently "not service".

And when the task that was progressing finished, the new task that started is not using the CPU... so I have 8 tasks running at zero CPU usage and zero progress change. The elapsed and remaining times are running... but it seems to be a lie.

update. I tried World Community Grid tasks and they run to about 1.1% complete and then they reset to 0% complete and 0 time elapsed. This time it is actually using 100% CPU on 8 WCG tasks. Apparently it's not useful work if they keep restarting. So it's definitely a Bionic issue.

Been running 24/7 for years...shutting it down.

The 'If this happens repeatedly you may need to reset the project.' tends to nearly always be a Red Herring, it normally never fixes it,
the causes of it are loss of connection between the app and Boinc.

Try excluding the Anti Virus from scanning the Boinc Data directory, and try rerunning the Boinc 7.4.36 installer, and choose 'Repair', the failure to delete applications hints at the permissions being wrong,
or the Anti-Virus is Blocking writing to disk, and the app not being able to communicate with Boinc:

I didn't see anything in the AVG or Malwarebytes logs about blocking Bionic. Or Boinc...
I added an exception to AVG for the "resident shield" for C:\ProgramData\BOINC\
did repair install like you said.

Upgraded to 7.4.42. Add exception for BOINC in Malwarebytes. Drive indexing is/ was off. Stopped syching the clock. Only thing I can think of is my hard drive "only" has 10 GB left but that's within the setting limits. Same garbage...

Have you checked your drive for errors???
You might have a corrupted Index or other issues on your hard drive and not even know it.

Press the Windows key & "R" at the same time (aka the Windows "RUN" command), Type in "CMD" (without the quotes) in the Run Box located just above the "Start Button";
Then type in "CHKDSK /F" (without the quotes), Answer Y to perform the check at next boot;
Suspend Tasks in BOINC, then after 10 - 15 seconds Shut down BOINC;
Wait 1-2 minutes then Shutdown and restart Windows;
Let the Check Disk perform its analysis at reboot and let it fix any errors it might find;
Restart BOINC and resume Tasks...
Post back what happens after that.

Oh no. The thought police are coming....
chkdsk worked! I thought this was really a long shot... Win7, SSD... don't know I have a disk problem? come on.
But it found several corrupt files/ indexes. Then AVG tried to block boinc.src so I added an exception. Then my webcam help popped up by itself and I had to kill it in the task manager. THEN Chrome wouldn't launch. But it was in the task manager and I couldn't kill it. I had to find all the processes and kill them and relaunch it. But now everything's good. I hope.

I reran CHKDSK and it was clean (pretty sure, couldn't see the end because it rebooted so fast). Ran a repair install of BOINC. A few tasks finished OK but many still bad.

It's actually using about 5 GB of RAM. I've got 8 virtual cores on this CPU and each Rosetta task takes about 400 MB average. Plus F@H on the GPU, but that wasn't running for the log above. So it's working hard but it's not out of memory. It was doing this for a couple years. I'll clean up the hard drive next. I have an Adata SX900 SSD. I just wish there were better diagnostics for this issue. It's all guessing.

It's still giving "no finished file" often. Adata has a firmware update (2 actually). Horrible release notes:

So that could explain it. FU Adata... why didn't you "improve SSD stability" before you released it. And it really sucks because it says it will wipe all data on the drive when doing the update. So I have to go buy a new drive to image my Adata drive. Fun, fun.
