Rename boinc_cmd

Description

Troubleshooting and documentation is hindered by having different executable names on different platforms.

I propose that boinc_cmd be renamed to boinccmd, and a symlink be added to support old scripts that depend on the name.

For an example of where this causes problems: the usage syntax for boinccmd calls it boinc_cmd.

It's a tiny detail that causes disproportionate headaches.

boincmgr may also benefit from consistent naming.

I strongly support this request. Consistency of binary names is a good thing.

Done in [15100], [15110], [15111], [15115], and lots of documentation changes.

Still to-do: lib/Makefile.am (reassigning ticket to Eric Korpela who takes care of the automake stuff).
