Allow translated newsletters and reminders

Description

Idea: allow newsletters and reminder emails to be translated. I'm not sure if we have a way to know the language of the user, maybe using the country field we could work something out. This would require loading multiple versions of each email message into the scripts, for the different languages.

Implementing this would be a low priority, as I'm guessing it's too much work than it's worth doing, if compared to all the other things that are to be done on BOINC in general. Still, I didn't want to let this idea slip out.

This would mean mapping all countries to specific languages, and still, some users deliberately set their country to something weird. And what about countries, where there are multiple national languages?

I don't really think there is an automated way to create translated newsletters. The only option I see is to have them in English, and include links to the project's website where translated versions could be stored.
