Description

Add a general preference to limit the network transfer per month; some Australian ISPs have such a limit. This should be separate for download/upload; the ISP limit is only on download.

Download limits have too some internet providers in Poland. I think, that is a good idea.

Should also allow limit on # of connected hours per month (various ISPS have such a limit)
