Easy linking to Trac tickets from boinc dev forums

Description

I would like the BOINC dev forums to allow linking to Trac bugs, using a syntax like [bug=80] that would be interpreted in the same way as [url=http://boinc.berkeley.edu/trac/ticket/80]#80[/url]. This is only for dev forums, not to add to SVN forum code for all projects. Proposed patch attached.
