Long story short. Power failure. Computer FUBAR. Factory reload. Reinstalled 7.2.42 for 64-bit Win 7. Can I/should I restore the previous data directory that I had the good sense to back up before doing the reload?

Can you? Well yes. Just make sure you put the data directory back first, then install BOINC and if you put the data directory in another place than the default one (C:\Programdata\BOINC), point the installer there.

Should you? That depends on how many projects you had attached and how long ago you made the backup. Although any work in the backup is of course easily aborted.

Turned out I didn't have as many options as I thought - the backup file was corrupt! Big surprise, right? Reattached to my projects and started from scratch. Thanks for your help, even if I couldn't make use of it.
