I now have Boinc running on a number of Arm devices. All was going well until I decided to try and control from my Linux x86 box. I setup remote_hosts.cfg and gui_rpc_auth.cfg in /var/lib/boinc_client and can select and then control from the linux box, but I have now lost access from the Arm boxes locally. It just says disconnected at the bottom right of the screen. I have tried selecting the computer as 127.0.0.1 and as its IP address which I can access from Linux, but it just says disconnected. Is local and remote control mutually exclusive?

I presume you set a password in gui_rpc_auth. You now need to use that when starting the manager so it can connect with the client. The same password needs to be used by everything that wants to access the BOINC client on that machine (eg BOINCtasks running on another machine will also need the same password)

I usually leave my gui_rpc_auth blank as long as you've listed which machines can access your BOINC client in remote_hosts (localhost is assumed).

I tried setting the password in gui_rpc_auth.cfg to blank and now I cannot attach locally or remotely. I tried copying a blank version from a working machine and still the same.

Did you stop/start the core client? I reboot when doing something like this as it's usually (depending on how you installed it) started automatically.
