Hey! I've been using Boinc for a while now, and I notice my computer runs quite slowly when Boinc is using 100% of my CPU when I'm using the computer at the same time. So I would like to let it use, say, 50% of CPU when I'm not idle, but 100% of CPU when I've been idle for 1 min. Would it be possible to add that kind of functionality?

This was asked before and is an ongoing development project. The change seems simple but it isn't. To accommodate other changes to the preferences system (in the future) it needs a complete remodeling which takes time.
