I have 4 shared PCs running Vista or Win7 with several users on each. When I boot the machines I log on as an admin and manually start BOINC as I have unchecked the options box that says "Run manager at logon". However, every time any user logs on they get a message saying something like "Another instance is running - what client do you want to monitor?" I don't want any instance of BOINC other than the one I start manually. How do I disable BOINC starting when other users logon?

I don't think it used to do this but I can't say for sure exactly when it started this obnoxious behaviour.

The same way you disabled it for your administrator account: per user account, open BOINC Manager->Tools->Options->Uncheck Start Manager at login?
