Lately i have not been able to download new work or even report completed work. Can any one render any assistance. I am online via a cisco router via wifi

Ah, the infamous error 417. This is a HTTP error.
This can possibly be fixed by telling BOINC to use HTTP 1.0 communications only. To do so, make a cc_config.xml file in your BOINC Data directory.
Put these lines into it:
<cc_config>
<options>
<http_1_0>1</http_1_0>
</options>
</cc_config>


Open BOINC Manager->Advanced view->Advanced->Read config file.
Now try to upload/download.

Do know that Seti's servers are having problems at the moment, they are stressed for space and bandwidth, so it may take a couple of retries to upload, report and download work.

It's possible that between you and Seti there's a so-called black hole router. See this entry in the Windows Knowledge Base for diagnosing and fixing your way around those.
