Settings are on project websites, if you haven't edited them "locally" from the manager. So it would be just a matter of installing BOINC and attaching the projects back.

Now, if you had a large workunit that is still running and you want to continue (like Climateprediction), then definitely go for Sekerob's solution :)

If you have got a long task running and want to complete it on the new computer, there are instructions about how to do this in the CPDN Running the Model README compilation. You make a backup of the complete BOINC folder from the old machine and restore it to the new machine. Details of how to back up and restore the BOINC folder in the README about backups:
