My BOINC client has stopped working. I have set the BOINC manager to run always which works well, but then I changed it to use 90% CPU utilization. The message I get now is "deferring communication for 11 seconds" and no work is being done. I am not running multiple projects on it. How can this problem be fixed.

a) Which BOINC version?
b) Which project(s) are you running?
c) Is (Are) the project(s) up&running?
d) Do you still have work for any project and if so, what is the message given in the Tasks tab, behind each result?

Yes

I am not running multiple projects.
