my boinc's still using full CPU time even after setting it to use max 90pct... i'm running latest 5.8.15 on vista, config files have proper values :/

If you check this in Task Manager, then that's correct. What BOINC does is pause the crunching. Since it's a multi platform software, the CPU timing API in Windows cannot be used. This is the timing API that 3rd party programs such as Threadmaster use and that then shows in TM as your CPU running at 90%.

So in Task Manager your CPU load by the application will show 100%, but it isn't.
Every 10 seconds the crunching will pause for 1 second, run for 9 seconds.

That's how BOINC does it.
