I would like to schedule the time of day for the project to run. My Question...what time is Boinc running in, UTC, or is it my local time, and is it in 24 hour format?

I want to run the project only from 12:00 PM until 12:00 AM. Below is what I have set, but it doesn't seem to be right.

<start_hour>12.000000</start_hour>
<end_hour>23.590000</end_hour>

Also, what is the difference between this and net_start_time?

Why does it not seem right? Because of that one minute difference between 23:59 and 0:00? Then set the second value to 0:00
net_start_time decides when the network is available. When no value is set, it's always available.

BOINC on your computer runs at the time-format for the time you live in.
BOINC on a project server runs in 24 hours format UTC.
