And of course that localhost page is pointing to my mac os x server wiki server running on that same box.

There seems to be a bug involved.

Could be that Boinc Manager couldn't start its own service on localhost because the port was already used, maybe it silently switched to a different port but forgot to tell the GUI.

From the UI it looks like boinc should actually show those messages in the UI instead of opening a web browser - then the bug would be that it actually tries to open the browser instead of just showing the news.

Which version of BOINC are you using, and which operating system? This sounds like a problem which was reported some months ago for Apple Mac, and fixed in the latest recommended v7.8.6 of BOINC.
