ubuntu 16.04 LTS
BOINC version 7.6.32 for x86_64-pc-linux-gnu

I do see in ~/.BOINC

stdoutgui.txt
::::::::::::::
Vector smash protection is enabled.


Once line added per boincmgr start

and an empty stderrgui.txt file

I suspect there should be more when boincmgr --verbose is used.

So is this the correct place to see --verbose output?

--verbose comes from wxWidgets. It enables verbose log messages.

BOINC only uses normal and overly verbose trace log messages. wx itself has only two verbose log messages in translations.

So yes, it's correct place but you are still not going to see the --verbose output.
