This persistant error is occuring with 7.4.42 x64 on Windows 8.1 64-bit, on a host that I've only had a little over two months. It's a Microsoft Surface Pro 3 tablet, so it doesn't do a lot of computing since it's not plugged in a lot, but it should get a good hour or so of computing when I plug it in to charge each night, before it goes to sleep.

I have a total of 10 projects with a resource share between 5000 and 0. The highest project is BURP, which does not currently have any work available. However, every other CPU project shows the title error message and this host does not currently have any CPU tasks in the buffer. The same goes with GPU tasks, but I haven't even taken a look to see which of my projects support Intel GPU so that's a lesser issue. WUprop is the only project that will download new tasks, and it's an NCI app.

I have tried a number of things; resetting work preferences, resetting projects, and even detaching BURP... The new highest project still reports the error, even though it's now the highest priority project. I've never experienced this particular "don't need" error before, and am hoping that I'm not missing something blatantly obvious. Assistance is appreciated.

It's not an error. Errors manifest themselves by telling you they are an error. When there's no mention of an error in the message, it is not an error message, but informational.

As to why you have the message, it's a bit difficult to track because aside from BURP and WuProp you do not mention which projects you've got added, which resource shares they have, and which are for CPU and which for GPU.

Also, the it doesn't do a lot of computing since it's not plugged in a lot will play an important part here, as BOINC will not go fetch work from long working projects when it has not a chance to return the work before the deadline, based on the values for:
Fraction of time BOINC is running
While BOINC is running, fraction of time computing is allowed
While is BOINC running, fraction of time GPU computing is allowed

(And you can find those in the tablet's ID details at any project that has been updated)

NCI projects such as Wuprop don't play among the priority projects. They can always fetch work.

I was kind of getting the feeling that this has do with the "credit debt" situation and the calculations for a new host, as the client has not yet completed tasks for all projects. Unfortunately, that probably won't happen anytime soon because not all of the projects regularly have tasks available. I guess it's not the "end" of the world if it doesn't get many tasks due to the low runtime, but every little bit helps IMHO.

The total project list for this host is:

BURP - 5000 (75.06%)
World Community Grid - 1000 (15.01%)
climateprediction.net - 500 (7.51%)
Milkyway@Home - 100 (1.50%)
Asteroids@hoe - 50 (0.75%)
Einstein@Home - 10 (0.15%)
LHC@home 1.0 - 5 (0.08%)
Moo! Wrapper - 1 (0.02%)
WUProp@Home - 0 (0.00%)

I personally have not encountered this condition on any of my other hosts over 10 or so years of BOINC, though I've seen a few mentions of it here and there on message boards. So, it's a new one for me... But the "situation" I'm in with Internet connectivity is a new one for me as well; I'm on a temporary work assignment, and I don't have any Internet in my room, only in the public club area. So, when the device is plugged in to charge at night it doesn't have any connectivity. Here's the uptime stats from BURP:

Fraction of time BOINC is running 16.11%
While BOINC is running, fraction of time computer has an Internet connection 13.14%
While BOINC is running, fraction of time computing is allowed 70.49%
While is BOINC running, fraction of time GPU computing is allowed 70.48%

I have gotten some tasks completed, but the flow is still fairly erratic. I have my laptop here as well, it runs without incident--I just update it manually when I get on an Internet connection and tasks are uploaded/downloaded just fine.
